As the largest employer in Europe, employing well over one million people, well over a decade ago the British NHS embarked on a significant series of initiatives aimed at their becoming a total quality organisation.

Those initiatives were undertaken against a background of ever-rising costs and increasing demands for the services they provided.

This case study, based on some of the findings of a three-year research study, attempts to demonstrate how such initiatives could have secured greater and more widespread success, had the NHS possessed and pursued the model of implementation suggested in this case study.
